"Workflow Management System" consists of two parts. First is an Application Programmer's Interface (API) used to control unit level workflow. The second is a workflow database that enforces routing behavior of work units, and tracks the productivity of users and automated processes. It's not a production or project system in and of itself. It is a System that is used to build production and project systems, measure performance, and enforce business rules.
